I think this will have comparable water and wind resistance to the TLT DST, which is to say, a moderate amount! If it's really wet, it will wet through, but it's enough for snowy/colder conditions where there isn't as much moisture.
The other notable differences are that the Ridge DST has a looser fit than the TLT, which is on the trim-fitting (Skimo) side. It also has hand pockets instead of chest pockets like the TLT! The hand pockets will still fit skins, so you don't give up that feature - just different layout.
